This year’s keynote speaker is Professor Jonathan Turley, a nationally recognized attorney, legal scholar, columnist, and New York Times best-selling author. He is the Shapiro Professor of Public Interest Law at George Washington University, where he has taught since 1990.

Professor Turley is the author of the best-selling and award- winning The Indispensable Right: Free Speech in an Age of Rage (2024) and Rage and the Republic: The Unfinished Story of the American Revolution (2026). He has written extensively on constitutional law, legal theory, and civil liberties, with more than three dozen academic articles published in leading law journals.
As an attorney, Professor Turley has represented whistleblowers, military personnel, judges, members of Congress, former cabinet officials, and other prominent clients in significant constitutional, national security, and public-interest cases. He has testified more than 100 times before Congress on constitutional and statutory issues. Additionally, he is a frequent contributor on NBC, CBS, BBC, and Fox News, and he is also a columnist for USA Today and The Hill.
Increasingly, the struggle to institute good public policy goes beyond simply passing legislation and ends up being fought over in the legal system. Constitutional principles are routinely ignored, and judicial activism ends up dictating outcomes for which activists push. In the arena of ideas, enduring victories require that we engage with the law at all stages. To that end, Maine Policy Institute has begun taking steps to explore the creation of a new legal center that would focus on this critical work.
Professor Turley knows better than most how important this is to maintaining our civil rights and the rule of law.
Professor Turley received his B.A. from the University of Chicago and his J.D. from Northwestern University. He is married to his wife, Leslie, and they have four children together.
