2026 Maine Policy Blueprint
The next governor and Legislature will inherit enormous challenges, but also an extraordinary opportunity. They will have the chance to reject managed decline and begin rebuilding Maine. The Maine Policy Blueprint was created to help those leaders act. This publication outlines reforms to the executive structure of Maine state government and the legislative process. It also includes roughly $1 billion in budget savings, and dozens of pre-written bills lawmakers can submit to enact the crucial reforms outlined in the blueprint. The Blueprint is not the final word on policymaking in Maine, but it is where the work begins.
