Communications director, Jacob Posik, joined the WGAN Morning News on March 3 to discuss the onslaught of “concept drafts” in the Maine Legislature. Concept drafts allow lawmakers to submit a bill in the form of an idea, without any official legislative language to consider. The official language is not released for public consumption until the day of the public hearing, making it virtually impossible for Maine citizens to testify in support or opposition to a bill submitted as a concept draft.
